Decatur Blvd. Another win for the consistent Shalimar owned by personable Tony Kwajha, who has kept his Indian food popular with locals and celebrities who drop in on occasion. Readers no doubt love the quiet surroundings, gentle Indian music in the background and a generous menu of authentic Indian food. The restaurants have another draw by way of its all-you-can-eat buffet laid out weekdays for the health-conscious lunch crowd. We don't know a thing about the Hawaiian Hale that came out of nowhere to cop second-place honors.  Our Pick: MAYFLOWER CUISINIER4750 W. Sahara Ave.Theresa Woo and company opened a contemporary Chinese restaurant when Las Vegas was only just reading about the "fusion cuisine" concept that was exciting California foodies like undernourished lemmings. She's slowly developed a steady clientele including the city's well-heeled set who know it's getting fair value from Mayflower's menu of progressive Asian specialties.
