Mikels, the jack-of-all-trades creator of such low-budget epics as "Blood Orgy of the She-Devils" and "The Corpse Grinders," goes to the movies he knows a bargain when he sees one. For flicks on the cheap it's Dollar Cinema, 3330 E. Tropicana Ave., for Mikels. "That's a good one, it's big," says Mikels. "If I go to a movie, I'm going to pay a buck, maybe two, but not more."
