This poor wedge-shaped structure seems trapped in an identity crisis. What was once a reflecting pool at the front of the building is now desert landscaping. But the rocks and cacti are overshadowed by what look like plastic strips of orange, green, yellow and red tacked to the building's facade -- an attempt to give it that touch of Vegas. Taxpayers may want garish when they head for the slots, but not when they head downtown to pay parking tickets. The Luxor's new hotel tower finished second. The bulky structure overshadows what is perhaps the most distinctive landmark on the Strip these days to Joe Tourist.
