This vote comes in the wake of a six-month management study that deemed City Hall poorly run, and the hiring of a former Stratosphere executive with no government experience for $100,000 a year. Only time will tell if a list of reforms proposed by Mayor Jan Jones in February sparks new life into a city government muddled by incredible growth and a recent stamp of ineptitude. The Metropolitan Police Department placed second, apparently still haunted by publicity surrounding criminal conduct among some of its own officers.
