In a city filled with neon, electronic signboards and big, bold statues, a high-rise building that's just black and off-white can get no respect, it seems. But here's an idea: Beauty isn't supposed to be skin-deep. It's what's inside that counts. Maybe it's the inner contents of City Hall -- the bureaucrats and elected blowhards -- that readers find so ugly. The Stratosphere came up second.
