Ketchup packets and fish sticks aren't the way to a Las Vegas buffet lover's heart. Circus Circus maintains its image among diners who can't seem to stop giving them this award. The Boardwalk's Surf Buffet, which tries to tempt TV viewers with shirtless shots of super-heavyweight boxer Butterbean, hangs on to second place for another year.
