Here's an experience that actually happened last year at the Department of Motor Vehicles. A pleasant, new Las Vegan arrives first thing in the morning, stands in line for two hours -- just to get a number to get in a different, six-hour line. But he's told, "That's not an insurance card, you'll have to come back another day." Customer: "But my insurance company says this is my insurance card." Worker: "It's not. Move along." Then she says to co-worker, "I'm going to lunch!" Second least-effective public agency: Clark County Commission, but the DMV got six times as many votes. So there.
