Young Death: Twenty-six teen-agers were slain in 1996 in Las Vegas and North Las Vegas. As more families are left to deal with the emotional devastation, police statistics show that other teens are often responsible for the violent deaths. Laying the Blame: No parental supervision. Too much judicial intervention. Lack of self-esteem. Clark County School District's decision to bus children to unfamiliar areas. All are offered as reas ons for the escalation of youth violence. Whatever the problem, the wake of failed programs to alter this course shows solutions don't come easy.
