Those 21,386 voters represented 3.4 percent of Clark County's 621,221 registered voters.
The 14,103 people who went to the polls Saturday, Sunday and Monday represented a slight increase from the 13,816 people who voted in the first three days of early voting before the 2004 primary, according to election files.
Because of a 2005 legislative change, this year's primary is about three weeks earlier than previous years'.
Some experts have speculated that the new schedule will lead to fewer people voting.
Of the 16,211 in-person voters, 8,203 were Democrats and 6,630 were Republicans, with the rest nonpartisan.
According to the secretary of state's office, statewide voter totals had not yet been tallied.
Early voting continues at malls, grocery stores, libraries, community centers and the Clark County Government Center through Aug. 11. The primary is Aug. 15.
