CARSON CITY -- Gov. Kenny Guinn plans to observe the fifth anniversary of the Sept. 11 attacks by laying a commemorative wreath this morning at three memorials in Carson City.

Guinn is to appear with Public Safety Director George Togliatti and Nevada Homeland Security chief Giles Vanderhoof at the Nevada Law Enforcement Officer Memorial at the Capitol.
Also at the Capitol, Guinn is to join Nevada National Guard Adjutant General Cynthia Kirkland and Nevada Office of Veterans' Affairs chief Tim Tetz at the Nevada State Veterans' Memorial.
At the Nevada Firefighters Memorial at Mills Park, Guinn is to appear with State Fire Marshal Jim Wright and State Forester Pete Anderson.
Also today, Guinn is sending two Nevada first responders to New York City to take part in a special ceremony marking the anniversary of the attacks.
Nevada Highway Patrol trooper Eddie Dutchover and Reno-Tahoe International Airport firefighter David Jarvis are to join the event at the World Trade Center site.
On Aug. 28, Dutchover made the traffic stop that ended with the arrest just outside Las Vegas of Warren Steed Jeffs, the charismatic leader of a polygamous religious sect who was on the FBI's 10 Most Wanted List and faces charges he arranged marriages between underage girls and older men.
"As we all know, many police officers and firefighters gave their lives on Sept. 11, 2001, trying to rescue people from the World Trade Center towers," Guinn said.
"This ceremony will mark the fifth anniversary of that tragic day by honoring the service of the brave men and women who we rely on as first responders in emergency and disaster situations," he said.
