Blame Congress for government shutdowns

The “purse strings” for government vest in Congress by the U.S. Constitution. Congress has monetary power over the executive branch. Why does the government shut down? Because annual appropriations lapse. Why do appropriations lapse? Because Congress’s power of the purse denies funding to carry out previously conferred authority.

Wherever blame is assessed, the cause resides with Congress.
