LETTER: California has ranked-choice voting?

I keep reading yeas and nays on ranked-choice voting. I spent a few hours online doing research. The explanations I found did not help my confusion. Then I discovered that California, Oregon, Washington and New York have ranked-choice voting. Idaho, Montana, South Dakota and Florida have banned it. All I needed to know.
