North Las Vegas names two managers

North Las Vegas named two new upper-level managers Wednesday.

Jeffrey Barr is the new city attorney, and Reed Scheppmann is the new utilities director.

The City Council approved both appointments at its regular meeting.

Barr had been acting city attorney since July, when the former acting city attorney, Nicholas Vaskov, resigned. Barr, who has worked for the city attorney's office for five years, graduated from Seattle University School of Law. He also has a master's degree in business administration and a bachelor's degree in political science from UNLV. His annual salary will be $165,000.

Scheppmann, who has worked for the city since 2008, had been acting utilities director since February.

He has a bachelor's degree in engineering from the University of Minnesota Institute of Technology. He has more than 30 years experience in water, wastewater, engineering and the operation of utilities. His annual salary will be $150,677.
