Teacher indicted on sex charges
June 27, 2009 - 9:00 pm
As a teacher, coach and foster parent, Charles "Rick" Rogers was responsible for keeping kids safe. But authorities said the 46-year-old Boulder City teacher preyed upon young boys and used children as young as 6 in producing pornography.
A Clark County grand jury this week indicted Rogers on dozens of counts of lewdness with a minor, possession of child pornography, sexual assault and other crimes involving children.
The grand jury indicted Rogers on 76 counts total. The indictment was made public Friday.
Rogers sexually assaulted and molested several young boys from 1999 to 2009, the indictment states. The victims, some as young as 6 and 7, are also seen in DVDs and photos performing various sex acts, the indictment states.
The indictment names seven victims but says that Rogers had photos and videos of other victims who aren't identified.
Some of the videos show Rogers sexually assaulting and fondling the victims at his Boulder City house, according to the indictment.
Authorities said Rogers gained access to some of the boys by hosting sleepovers at his home and either drugged them or plied them with alcohol.
In one video, Rogers is seen fondling a boy between 10 and 12 who is unconscious, according to the indictment.
Police arrested Charles in March. He is currently held at the Clark County Detention.
Over the objections of county prosecutors, District Judge Doug Smith on Friday kept Rogers' bail at $1.3 million during a brief court hearing. Prosecutors wanted a higher bail set.
Rogers' attorney Bill Terry told the judge that Rogers can't make the $1.3 bail amount. He declined to comment after the hearing.
Rogers taught at Garrett Middle School in Boulder City. He also taught at McCaw Elementary School in Henderson from 1992 to 2002, and at Taylor Elementary School, also in Henderson, from 2002 to 2006.
He was also well-known to law enforcement. Rogers worked as an unpaid, part-time reserve officer for the Boulder City Police Department during the late 1980s and early 1990s.
As a reserve officer, Rogers carried a weapon and rode along with a full-time officer.
Boulder City police began investigating Rogers on March 25 after Henderson police received an envelop anonymously that contained child pornography and the teacher's lesson plan. A note with the envelope said the contents came from Rogers' home, according to an arrest report.
Police searched Rogers' home and found an album with more than 50 images of child pornography, the report states.
