Heck aims for the jugular
As a former military doctor, Rep. Joe Heck, R-NV, knows exactly where the jugular vein is. Both in human anatomy and in political anatomy.
And that's what he's aiming for with his renewed attempt to opt out of the rich Congressional retirement system for which he is now eligible.

His opponent, former Nevada Assembly Speaker John Oceguera, is a double-dip public employee retiree from the North Las Vegas Fire Department. North Las Vegas is on the verge of bankruptcy, thanks in part to young retirees like Oceguera who now live by the standards of most Nevadans richly and comfortably on the public's dime.
If Oceguera beats Heck, he'll be eligible for yet another retirement.
And therein lies the political brutality of Heck's move. If you'll forgive the pun, strategically it's a heck of a move.
