In ‘defense’ of earmarks

As my astute readers know, today's column was dedicated to the hypocrisy of the Obama Administration on earmarks. It takes a lot of courage to take the opposing view to that. So, I was interested when Thomas Mann of the Brookings Institute did so. Actually, he doesn't argue for earmarks so much as to say it is such a small part of the budget it's not worthy of center political state.

You can find his work here. Don't agree entirely, but found it cogent and worth the read.
