  • As part of the civil rights series “Created Equal: America’s Civil Rights Struggle,” a documentary and panel discussion is scheduled Jan. 18 at the Green Valley Library, 2797 N. The film “Loving Story” is set to start at 10 a.m. The panel discussion, slated for 1 p.m., features locals who plan to share stories of being African American in Southern Nevada.   • The Stratosphere, 2000 Las Vegas Blvd. South, plans to offer free passes to its indoor and outdoor observation decks every Friday, Saturday and Sunday in January to locals with a valid Nevada ID. Admission for children accompanied by an adult is also free. Passes are set to be issued at the Stratosphere ticketing booth near Roxy’s Diner.
