A land-use study commissioned by the Sierra Club and the Progressive Leadership Alliance of Nevada calls for Clark County to shift its growth policies away from growth-dependent industries like construction and tourism to move diversified ones that are more sustainable. The study says the valley's growth has strained resources and created land-use, water and transportation problems.
