House Democrats and Republicans have squared off over Democratic plans to push health care legislation through the House without a direct vote. House Democrats are considering a strategy that has been used by parties in the past. The plan would let House members who dislike the Senate health care bill approve a rule for debate that would deem the Senate bill passed once a smaller package of fixes to the larger bill has also passed.
