When MGM Mirage announced plans "to create a city within a city" in November 2004, CityCenter was expected to create a new "urban village" with $40 million worth of artworks, parklike settings and high-end restaurants and retail attractions that would attract not just tourists but also residents living in the condominiums at the new Strip project and other locals.
