New appointments alter local boards
Clark County commissioners have received new assignments that changed the composition of several local agency boards.
In their first meeting of 2009 on Monday, commissioners shuffled their positions on boards of directors for the Las Vegas Convention and Visitors Authority, the Regional Flood Control District and the Fiscal Affairs Committee of the Las Vegas Metropolitan Police Department.
In one change, commissioners Lawrence Weekly and Tom Collins will head to the board of the convention and visitors authority, while commission Chairman Rory Reid will no longer serve on that board.
Erik Pappa, a county spokesman, said the changes are routine and happen every other year.
Agency raises ratings for Mesquite bonds
Standard & Poor's Ratings Service on Thursday raised its underlying rating to A from A- for Mesquite's general obligation bonds.
"The raised rating reflects the city's record of generating what we consider to be favorable financial performance and declining debt burden in relative terms during the past five years as it accommodated rapid growth," analyst Chris Morgan said in a statement.
Morgan was encouraged that the city is slowing capital spending because of the recession.

Debt-demand faith high; Treasurys mixed
Although investors worry that demand for government debt will eventually drop off, particularly from foreign governments like China -- there are few major signs of that happening yet. As a result, the sell-off in Treasury prices paused Thursday.
The 10-year note rose 0.5 points to 111.38, and its yield fell to 2.44 percent from 2.49 percent.
The 30-year Treasury bond fell 0.13 points to 128.03 and its yield rose to 3.05 percent from 3.04 percent, according to BGCantor Market Data.
