Las Vegas police officer accused of using gas card fraudulently

A Las Vegas police officer and a female friend were arrested Wednesday on charges of fraud and theft.

Officer Joshua Logan, 29, and Leticia Rosas, 31, were booked in the Clark County Detention Center and each face one count of fraudulent use of a credit card and one count of theft, Las Vegas police said.

Logan is suspected of fraudulently using his police-issued fuel credit card to fill up his personal vehicle and Rosas’s vehicle with gasoline, according to his arrest report.

The card is issued to police officers to refuel their official vehicles while on duty. It is swiped at the pump, and the officer has to enter a driver ID number, which corresponds to the vehicle ID number, and the current mileage.

Logan’s increased use of his gas card drew attention from officials. In one quarter, he used his gas card 11 times and the next quarter, he used it 54 times, according to his arrest report. The purchases were in several different locations, including near his home, and at varied times during the day and night.

Patrol officers usually fill their vehicles in their patrol area and during their shift, and the inconsistencies on Logan’s card stood out, according to the report.

Video surveillance showed Logan using the card to purchase gasoline for his personal vehicle, and police officers recorded Logan filling up Rosas’ vehicle using his card, according to the report.

Logan has been employed by the Metropolitan Police Department since August 2008 and is currently assigned as a patrol officer in the Bolden Area Command. He is scheduled for a graveyard 12-hour shift four days a week.

Logan will be placed on administrative leave without pay pending the criminal investigation. He made $67,225 in total pay in 2012.
