What to do with Chicago?

Look, I'm not going to pretend I know what the answer is to the violence in Chicago. It appears out of control and I, for one, am willing to listen to anyone who can present a cogent idea for reducing the violence. I would only ask that the answer fall well within the limits of the American Constitution. I know we can control violence like, say, Singapore does, but then that would make us a different (and I think lesser) country
But I digress. Trouble with all the discussion about what to do with Chicago is that I don't hear anyone advancing an idea that makes much sense.
Consider this clip in which the Rev. Jesse Jackson attempts to argue for stricter gun control. I think the interviewer asks a legitimate, hard question of the Rev. Jackson. I don't think the Rev. Jackson has an answer that makes any sense.
But, I don't know, you tell me.
