Rory Reid: Balance state budget by cutting agencies

CARSON CITY — Rory Reid said Thursday he could balance Nevada’s $3 billion budget shortfall without raising taxes by cutting the number of state agencies and administrative staff, and investing in higher education to attract new industries.
