Gov. Jim Gibbons set off a storm with his State of the State address this month when he announced his new $6.17 billion budget proposal for the 2009-10 and 2010-11 fiscal years would call for state employees to take a 6 percent salary cut along with reductions in their health care benefits and annual step pay increases. Otherwise, his administration said, the state would have to lay off between 9,000 and 11,000 workers. Many legislators quickly said they would not go along with the governor's budget plan, which also proposes huge cuts in state services.
