The Transportation Department reported that airlines collected 33 percent more from baggage fees in the first quarter of this year than last year. In addition to the $769 million in baggage fees, airlines collected more than $1 billion in fees to change reservations and other fees, such as charges to fly pets or to use frequent flier miles. The fees show no sign of being dropped despite passenger complaints about their increasing use.
