Republican Gov. Jim Gibbons, whose vetoes of bills to raise $1 billion in new revenues were overriddent by the Nevada Legislature, has said the higher sales and business taxes will lead to higher unemployment rates in Nevada. Gibbons said the new business payroll tax -- currently 0.63 percent for non-financial institutions, will drop to 0.5 percent on the first $250,000 in payroll, then rise to 1.17 percent above $250,000 annually -- will harm businesses that are already struggling because of the recession. The governor said he has talked to business people who said they are already planning new layoffs in anticipation of the new taxes going into effect July 1.
