Questions about police emergency room shooting

In response to your Tuesday article, “Officer fatally shoots suicidal man in hospital ER”:
My first question is why, under any circumstances, would a Clark County corrections officer leave behind a bag containing, among other things, a taser, in a room with a prisoner? In particularly, a prisoner who was arrested for allegedly telling a 911 operator that he intended to “blast it out” with police and who had admitted to feeling suicidal?
The second thing I’d like to know is whether or not this suspect was handcuffed to his hospital bed or otherwise restrained, which I assume is standard policy and procedure. If he was restrained, it would seem that being in possession of a taser (as opposed to a loaded gun) would not have been enough to warrant him being shot and killed.
