Why have immigration laws with no enforcement?

In last weekend’s Viewpoints section, young Cheska Perez shared with readers her many accomplishments (“Passing DREAM Act right thing to do”). The author makes no mention, however, of any preparation for American citizenship by her or any other member of her family. This disturbs me greatly.
Why have immigration laws with no enforcement? Is it fair in any way to those who have become citizens by taking the legal path?
Ms. Perez argues that the country’s gross domestic product will suffer without the DREAM Act. As in life, quite often a loss of something is necessary to right the ship, correct the mistakes and get back on track to living within the law of the land.
