Thursa Burton says her brother, Rand, is a 100-percent mentally disabled Air Force veteran who is bipolar, diabetic and was recently in danger of losing his toes from infection, but the new Veterans Affairs Medical Center in North Las Vegas doesn’t want anything to do with him.
