Robert Blue followed through with his plea agreement today and admitted causing two of his children to suffer substantial mental harm.
Blue, 53, stood before a hearing master in the basement of the Regional Justice Center and pleaded guilty to a felony count of child abuse and neglect.
The defendant, who is in custody, admitted repeatedly chaining his 15-year-old daughter to her bed “and/or repeatedly withholding food and/or beating” the girl and her 14-year-old brother.
District Judge Valorie Vega is scheduled to sentence Blue on April 14.
The charge carries a prison term in the range of two to 20 years. Probation will be an option only if a psychologist determines that Blue is not a high risk to re-offend.
