I thought Congress was supposed to represent the citizens of the United States.

I am very curious to know which group of citizens wants banks to provide data to the IRS for accounts with total annual deposits or withdrawals of more than $600. I think that $600 covers almost everyone in the United States.

Exactly who is Congress representing?
