Nevada’s death penalty problem

In response to the Sept. 27 wire-service story “Laughing Texas inmate executed for 1998 murder:” This person was the ninth inmate executed in Texas this year and one of 17 overall in the United States. But Nevada can’t put down a very guilty man who wants it? Why don’t we scrap our playbook and adopt theirs, because ours is obviously not working.
