Stopping gun violence the liberal way

It is instructive to take a moment and contemplate how New York City says it has achieved the lowest number of homicides in the modern history of the city -- 414 so far this year, 19 percent less than the previous record.
According to the city's mayor, Michael Bloomberg, the murder rate is directly proportional to the use of the police-tactic called "stop and frisk."
"Stop and frisk" involves targeting neighborhoods where violence is spiking and sending more officers there who then, without probable cause, stop and frisk people that police think look suspicious.
Last year, police in NYC stopped and frisked 684,330 people. That netted 8,000 weapons, 800 of which were illegal. (This, BTW, in a city with strict gun laws.)
Eighty-seven percent of those stopped were black or Hispanic. Only 53 percent of NYC's population is black of Hispanic. Do the math and tell me that isn't racial profiling.
The correct translations for all this is that the liberal mindset of the powers that be in NYC are targeting minorities for illegal searches.
PS: Why isn't the New York Times busting the chops of elected officials there for this practice? I'll bet you a big sugary drink that if these same stats and tactics were bragged about by the mayor of, say, Oklahoma City, or Jerusalem, the NYT's would be highly critical. Am I wrong on that?
PPS: American liberals talk big about civil liberties, but when they get in a position of power, they often are the first to violate them, treating the Constitution like a pesky nuisance to be discarded when it doesn't suit the purpose of the moment.
