DINING: Vancouver?

  Food & Wine magazine recently released its list of the 10 best restaurant cities in the world. Oddly —-- considering we're making most similar lists out there these days — it didn't include Las Vegas. Heading the list were the usual suspects, Tokyo, Paris and New York. Oh, and it also included Vancouver. Vancouver?
  So did we make the list of the 10 restaurant cities to watch? Nope.
  We did have an entry on the list of 10 best new restaurants; that would be Bubbles Bar at Guy Savoy at Caesars Palace. Which isn't actually a restaurant, new or old, but the bar area at Restaurant Guy Savoy.
