LETTER: Fund food stamps during the shutdown

The Department of Agriculture won’t use contingency funds to pay for food stamps during the shutdown. Agency officials say it is reserved for emergencies. If cutting off survival help for needy people isn’t an emergency, what is? Is a possible future need more important than the immediate need to ensure people, including children, go hungry?
