Ex-police officer charged in Quon murder plot seeks bail reduction

A former Las Vegas police officer charged with plotting the death of his girlfriend, attorney Nancy Quon, wants to be released from jail to seek medical and psychological treatment.

In court papers Wednesday, lawyers for William Ronald Webb asked District Judge Jackie Glass to reduce his $400,000 bail to a "reasonable" amount he can afford. A hearing was set for Tuesday.

Webb, 43, who has been behind bars since his Nov. 9 arrest, was found competent to stand trial, but his lead attorney, John Momot, said in the court papers that Webb is not receiving the "proper medication" to address his "underlying issues."

"Mr. Webb wishes to seek the care of a private physician," Momot wrote. He declined further to comment.

Webb and two-time felon Robert Justice, 45, are charged with conspiracy to commit murder, trafficking in a controlled substance and conspiracy to violate the controlled substances act. Both face a June 13 trial date, but Justice is cooperating with prosecutors and is expected to testify against Webb.

The indictment alleges Webb and Justice, who is free on his own recognizance, unlawfully obtained 51.4 grams of the club drug gamma-hydroxybutyric acid to give to Quon. Webb and Justice thought at the time that the GHB would be undetected after Quon ingested it.

Quon, 50, has denied participating in the scheme to bring about her own death.

But prosecutors expect to ask a grand jury next month to indict her on drug charges in the plot. Prosecutors have also been presenting evidence to a grand jury linking Quon and Webb to a suspicious Oct. 28 fire that caused an estimated $250,000 in damages to her 73 Dollar Pointe home. The couple faces indictment on arson and insurance fraud charges over the fire, which investigators suspect was the result of Quon's botched suicide attempt.

Momot acknowledged in court papers that a new indictment is coming.

Investigators believe Webb and Quon plotted her demise because of an FBI investigation into allegations of fraud within homeowners associations around the Las Vegas Valley. Quon is considered a top target in the investigation.
