Man charged with stalking North Las Vegas councilwoman

A North Las Vegas gadfly appeared in court Thursday on a charge of stalking a city council­woman.

Gary Bouchard, 61, who regularly speaks his mind at council meetings, was charged with one misdemeanor count of stalking after he "engaged in a concerted effort and campaign of intimidation and harassment toward" Councilwoman Pamela Goynes-Brown, "her husband, family and associates," according to the complaint against him.

Bouchard agreed to work with the city attorney's office over the next month to resolve the case. He also agreed to have no individual contact with Goynes-Brown in the meantime.

"There will be absolutely no problems in the future," Bouchard told Municipal Court Judge Catherine Ramsey.

The harassment included threatening phone calls and "numerous instances of profanity," according to the complaint. Bouchard also "called the victim's employers and harassed and frightened and terrorized the victim" at her workplace, according to the complaint.

Goynes-Brown is an assistant principal for the Clark County School District. She did not return calls seeking comment.

Bouchard denied stalking or harassing anybody.

"It's all completely fabricated," he said. "I don't even know where she works. The only thing I've done to her is disagree with her political policies."

Still, "I don't want anybody mad at me," he said. "I feel bad about it."

He said he has had no personal contact with Goynes-Brown, who is his Ward 2 representative, since an August phone conversation in which he told her she is not qualified to be mayor pro tem.

Goynes-Brown was appointed to that position in early August.

"She hung up on me," he said. "I called her back on her cell number. Her husband told me not to call there again."

Bouchard has long been an outspoken critic of council decisions he disagrees with, especially those concerning budget matters in the cash-strapped city.

Goynes-Brown was elected to the Ward 2 seat in June.
