Two inmates face charges for sexual encounter during trip to jail

A corrections officer making the 2.9 mile drive from the Clark County Detention Center to the city jail with a van of 10 inmates was shocked Thursday to find Carlisa Brookins, 22, giving oral sex to Alexis Garcia, 21, around 1:30 a.m.

Brookins told officers she disposed of the evidence because she needed the calories, according to her arrest report.

Fellow inmate Jessica Melaerts, sitting to the right of Brookins, said she heard Garcia say, “I’ll get you off before we hit downtown,” according to the report.

Melaerts said she didn’t want to look because she thought it was “gross.”

Benton Johnson, another inmate, told police he heard both Brookins and Garcia making noises.

The officer who was driving the van turned on the interior light when he noticed Brookins bent over her seat to the seat behind her.

She initially denied anything sexual happened except for talking, but then admitted that she did give oral sex to Garcia but was not a prostitute because she didn’t charge him for it, according to the report.

She said she offered to do it to “make the guys in the back of the bus jealous,” according to the report.

To keep the inmates separated, the women had been seated in the first two rows of the van and the men in the last two rows.

Garcia has an arrest record of several possession charges dating back to 2011. He was more recently arrested for carrying a concealed weapon without a permit on March 23.

Brookins was arrested on July 28 on drug charges.

Both were transported back to CCDC where they were booked for voluntary sex with an inmate.
