Real estate developer with ties to North Las Vegas pleads guilty to tax charge

Shawn P. Lampman, a real estate developer with one-time political connections in North Las Vegas, pleaded guilty Thursday to one misdemeanor count of failing to file a 2007 tax return.

U.S. District Judge James Mahan set a July 23 sentencing for Lampman, who faces up to one year in prison. His lawyers are expected to argue for probation.

Lampman, 48, an ex-business partner of three-term former North Las Vegas Mayor Michael Montandon, was charged in April 2013 with three counts of failing to file tax returns.

He was accused of not filing returns for the years 2006 through 2008, even though he earned a combined $8.7 million in income.

The other two misdemeanor counts against Lampman, who is free on his own recognizance, will be dismissed at sentencing.

In his plea agreement, Lampman acknowledged that he earned more than $7 million in 2007 and wilfully did not report it to the Internal Revenue Service. He greed to pay a still-undetermined amount of restitution, primarily owed taxes and penalties, to the IRS.

Lampman, who lives in Las Vegas, earned $960,000 in 2006, $7.4 million in 2007 and $340,000 in 2008, according to the IRS.

Montandon, who ran unsuccessfully for governor in 2010, had been criticized over the years for voting on matters involving the old Craig Ranch Golf Course, once co-owned by Lampman, despite his business ties to Lampman. The former mayor once faced state ethics charges linked to Lampman that were dismissed.

In 2004, the North Las Vegas City Council voted to buy the 132-acre golf course with the help of a U.S. Bureau of Land Management grant. The city has been transforming the golf course into the Craig Ranch Regional Park.

The tax case against Lampman was investigated by IRS-Criminal Investigation in Las Vegas and prosecuted by First Assistant U.S. Attorney Steven Myhre.
