What’s up with the test site bighorn hunt?

Regarding your Dec. 18 article “Rare bighorn hunt lets armed civilians onto bombing range.” It seems to me that the test site should serve as a wildlife refuge for all species, including bighorns, and not be violated by this special deal for a handful of hunters. This looks more like a good-old-boy arrangement than anything with biological value.
